Стаття є спробою висвітлити взаємовідносини між неформальністю і низкою елементів, присутніх в більшості сучасних держав: взаємодія з формальними правилами, бажання громадян дотримуватися цих формальні правила і те, де неформальність стає помітною і починає впливати на прийняття політичних рішень.
